| Joint Director (OFT) | ⦁ Minimum LLB or Bachelor’s degree in Economics, Business Administration, Finance, or equivalent related field from a HEC-recognized local or foreign university. Candidates with a Master's or Ph.D. degree in the relevant discipline will be a distinct advantage.
⦁ The candidate must have a minimum of 10 years (in case of Bachelor’s degree) and 8 years (in case of Master’s degree) of professional experience, preferably in areas related to competition law and policy, consumer protection, deceptive marketing practices, regulatory enforcement, or fair trade regulation.
The ideal candidate will demonstrate a comprehensive understanding of competition law, market dynamics, and core economic principles, with particular emphasis on their application to deceptive marketing practices and consumer protection. The candidate should demonstrate the ability to interpret and apply complex legal and economic concepts within a regulatory framework. The role requires proven expertise in investigating and enforcing fair trade provisions, preparing legal and policy analyses, and leading teams in the effective prosecution of cases related to deceptive marketing under the Competition Act, 2010. Preference will be given to candidates with substantial experience in competition law enforcement, consumer protection regulation, legal practice, or market analysis.

⦁ Lead enforcement and policy initiatives related to deceptive marketing practices and consumer protection under Section 10 of the Competition Act, 2010.
⦁ Analyze the conduct of businesses, advertising, market behavior, promotional tactics, subscription models, and digital-platform practices for deceptive or unfair marketing and misleading testimonials, to ensure compliance with fair trade principles.
⦁ Drafting of inquiry reports and enforcement orders.
⦁ Promote consumer protection in new and digital markets: monitor cross-border e-commerce, subscription services, platform-based markets, and emerging business models to guard against harm to consumers and distortion of competition.
⦁ Conduct market research, case analysis, and prepare enforcement reports, legal opinions, and policy briefs.
⦁ Supervise investigations and ensure the effective handling of complaints and enforcement actions.
⦁ Engage with stakeholders to promote fair competition and responsible business practices.
⦁ Support advocacy initiatives to raise awareness on consumer rights and fair trade.
⦁ Perform any other duties as assigned by the senior management in furtherance of the Commission’s objectives.

⦁ Minimum LLB or Bachelor’s degree in Economics, Business Administration, Finance, Public Policy, or equivalent related field from a HEC-recognized local or foreign university. Candidates with LLM or Bar-at-Law or a Master’s degree in the relevant discipline will be given preference.
⦁ The candidate must have a minimum of 10 years (in case of Bachelor’s degree) and 8 years (in case of Master’s degree) of professional experience, preferably in areas related to competition law and policy, consumer protection, deceptive marketing practices, regulatory enforcement, or fair trade regulation..
Ideal candidate should have a strong understanding of competition law, market dynamics and economic principles, along with excellent analytical, drafting and communication skills. The candidate should demonstrate the ability to interpret and apply complex legal and economic concepts within a regulatory framework. The role requires the capacity to analyze market structures, conduct of business, identify and assess potential anti-competitive behavior, and a proven capacity to manage teams and lead enforcement action under the Competition Act, 2010. Substantial professional experience in competition law enforcement, regulatory affairs, legal or economic analysis, or market investigations will be given strong preference.

⦁ Lead, supervise, and manage enforcement activities in accordance with the Competition Act, 2010, and relevant regulations.
⦁ Conduct and supervise the investigation of anti-competitive practices, including abuse of dominance, cartelization, bid rigging, and deceptive marketing practices.
⦁ Drafting of inquiry reports and enforcement orders.
⦁ Conduct market studies and research work related to competition law enforcement including data collection and economic analysis.
⦁ Coordinate with other relevant departments to ensure comprehensive enforcement outcomes.
⦁ Stay abreast of international best practices and propose policy improvements to strengthen enforcement mechanisms.
⦁ Perform any other duties as assigned by the senior management in furtherance of the Commission’s objectives.

| PROJECT ENGINEER | Post Graduate Professional Civil Engineer, duly registered with Pakistan Engineering Council (PEC), having a minimum of 15 years of building and construction experience with Govt. /Semi Govt. /Reputable Private or Public organization. Preference will be given to candidates having proven experience of managing and executing mega projects in public sector | 45 Years (including 5 years general age relaxation)
| minimum of 15 years | The Project Engineer as the Employer's Representative under the contract, will have following responsibilities and duties:-
⦁ Coordinate with consultants to prepare procurement documents for constructor/contractors under Public Procurement Rules and Regulations.
⦁ Estimate cost of work packages of CCP office building.
⦁ Oversee the project execution, monitoring and control project costs.
⦁ Liaison with the engineer of the project and project consultants, for the design and execution of project works.
⦁ Monitor construction works and ensure quality of works as per specifications, norms, civil engineering standards, and drawings. Also ensure adherence to legal, regulatory and compliance frameworks for the construction of the building.
⦁ Attend third-party inspections as necessary; examine the contractor's claims for variations/extension, additional compensation, etc., and prepare recommendations for approval from Competent Authority.
⦁ Check measurements for works completed and in progress and to verify interim payment certificates for making payment to the consultants/contractors.
⦁ Scrutinize and approve the contractor’s detailed work program, including contractor’s resource planning.
⦁ Scrutinize and approve construction methods proposed by the contractor.
⦁ Prepare monthly progress and project completion reports.
⦁ Maintain detailed records of measurement of the completed works, correspondence, detailed diaries, photographs, daily site records, including other documents concerning relevant events and activities.
⦁ Check and certify ‘as-built' drawings for the works prepared by the contractors at the end of assignment.
⦁ At the completion of the works, prepare a consolidated Project Completion Report as per organization's requirements.
⦁ Inspect the works at appropriate intervals during defect liability period and recommend for certification.
⦁ Resolve any contractual disputes with contractors/consultants arising during project duration as per PPRA rules.
⦁ Training and skill development of engineering staff:
⦁ Assist the employer in hiring technical staff for building works if required
⦁ Any other additional construction-related tasks.
⦁ To perform any other task assigned by the Competent Authority for the smooth execution of the project.
